Supplying false information

My boyfriend is applying for a passport, it asks "Do you have a criminal conviction?" Not sure what to answer, because when he was younger (16 years, he is now 23), he got caught riding on a scooter illegally, and gave the police false information (gave another persons details, not his own). He ended up in court and was given a $800 fine. He is unable to remember whether or not he got diversion, and whether this has left him with a criminal conviction.. He doesn't want to fill in the passport wrong as this may lead to more court appearances! What to do??

I think if he got a fine he also got a conviction. Go into local police station and ask if he has any convictions, or just included it on the passport not all convictions are used to decline passports.
