Supplying false information

My boyfriend is applying for a passport, it asks "Do you have a criminal conviction?" Not sure what to answer, because when he was younger (16 years, he is now 23), he got caught riding on a scooter illegally, and gave the police false information (gave another persons details, not his own). He ended up in court and was given a $800 fine. He is unable to remember whether or not he got diversion, and whether this has left him with a criminal conviction.. He doesn't want to fill in the passport wrong as this may lead to more court appearances! What to do?? Do you find this valuable?

I think if he got a fine he also got a conviction. Go into local police station and ask if he has any convictions, or just included it on the passport not all convictions are used to decline passports. Do you find this valuable?
