In Kura Kaupapa Maori, and state and integrated schools, the school Board of Trustees makes the rules about uniforms and your appearance at school. This means the principal or teachers can’t make up rules by themselves. They can suggest rules to the Board. You can also suggest rules about students’ appearance, as you are part of the “school community”. The school community means the people who make up the school and includes you and your carers. Schools have “charters” setting out the school’s aims and objectives, which make them responsible for keeping a partnership between the school and the community. Consultation is important to any partnership. Boards should make sure they consult with the whole school community when they make rules. This of course includes you and other students and the different cultural groups who are part of the school community.
Most students who have concerns about school rules on students’ appearance find it helps if there is a student representative on the Board, as that student can tell the Board what your issues are. There is a law being passed by Parliament at the moment to say that Boards of state and integrated secondary schools have to have a student representative.

The United Nations Convention on the Rights of the Child (UNCROC)
says that young people’s views should be listened to if something affects them, so it is fairly clear that Board members should ask students what they think before changing any rules about uniforms or students’ appearance.

In private schools, the governing group of the school makes uniform and appearance rules. The principal may be allowed to make some changes without talking to the governors first, depending on how much power the governors have given the principal. The governors will not have to consult with students before changing uniform or appearance rules, unless the particular private school’s rules say they do.
However, there are many private schools that do consult with their students.
