Principle 5 of the privacy principles requires an agency to take reasonable security safeguards against a number of risks, including unauthorised disclosure. See Principle 11 of the limits as to how personal information may be disclosed.

Agencies that hold information about you must make sure that it is kept safe from being lost, or from being seen or used by anyone who is not allowed to see or use it.
