If a couple want to adopt a baby can they advertise or pay money?

No. It is illegal to advertise for a child to adopt or to offer to pay money for the right to adopt a child (other than medical or hospital expenses of the birth mother). If you have any problems, or are in need of support and/or counselling for adoption there are several organisations which could help you.
