Can I seize or sell my flatmates goods to recover debts (rent, power etc) owed to me?

Absolutely not. No matter what sum of money may be owed you may only do this if you have a court order saying you can. To do so may amount to your being charged with theft. The correct procedure is to apply to the Disputes Tribunal.
